In colder climates a vapor barrier between the ceiling of the stairs, and isolation should, because cold air is drier than warm air. Is only in very hot climates, where most energy is consumed for the necessary cooling (AC) as vapor barrier outside the insulation.
If you have a vapor barrier between insulation and OSB will try to contact the ground, insulation gets wet, and possibly mold on the ceiling.
